CITIZEN’S OPEN FORUM:
Individuals requesting to speak during citizen’s open forum will be required to fill out a “REQUEST TO SPEAK FORM” and present it to the City Secretary at the beginning of the pre-council meeting. Speakers are limited to three minutes.
The purpose of this item is to allow citizens an opportunity to address the City Council on issues that are not the subject of a public hearing. Items which require a public hearing will allow citizens or visitors to speak at the time that item is introduced on the agenda. No formal action can be taken by the City Council on items that are not posted on the agenda.
If you have a subject that may require City Council action, then please speak to the City Secretary to get a form to request that your item be placed on a future agenda.
PUBLIC COMMENT BY CITY COUNCIL IN RESPONSE TO CITIZEN’S OPEN FORUM:
City Council members may comment publicly on matters brought to their attention during the Citizen’s Open Forum. Such public comments shall be confined to stating a factual matter, reciting existing policy or a request that staff place a matter on a future City Council meeting agenda. Such public comment shall not include any “deliberation” as defined by Chapter 551 of the Government Code, as now or hereafter amended.

All of the following items on the consent agenda are considered to be self-explanatory by the Council and will be enacted with one motion. There will be no separate discussion of these items unless a Council Member so requests.
1 Approval of minutes of Regular Meeting of April 25, 2005
2 Approval of minutes of Workshop of May 3, 2005
3 Approval of a Resolution to amend Resolution No. 05-03-28-03, to provide for the official bulletin board for posting notices to be located in the front entrance in city hall
4 Approval of a rental agreement with Birdville Independent School District for the use of the Watauga Elementary School to conduct summer camp activities at a cost of $8,001.00
5 Approval of a contractual agreement with Holly Garrington, for instructors services for an off-site gymnastics program for a sum of 70% of total class fees
6 Approval of Inter-local agreement, at no charge, with the City of Arlington for a reciprocal contract to utilize each others purchasing contracts for products and services that have already been bid out, thereby meeting all State and City purchasing requirements
7 Approval of a Resolution, as requested by the Tarrant County Commissioners Court, to declare a temporary moratorium on all tax incentives for community and economic development projects
8 Approval of Mayor’s appointment of Linda Roberts to Place 2 on the Citizen’s Advisory Board
9 Approval of Mayor’s appointment of Eddie Pietrowicz to Place 3 on the Citizen’s Advisory Board
10 Approval of a contract from Incode ( our Court Software provider – SOLE SOURCE), for additional software to allow the interface of the Courts current software with our new ticket writing system for a one-time cost of $1,500.00 and a yearly maintenance cost of $375.00
PUBLIC HEARING:
1. Planning and Zoning Case 05-04: Request for a Zoning Change from existing (SF6) Single Family Residential to (SFA) Single Family Attached for a proposed development of Four Dwelling Townhomes located on the south side of Bursey Road between Whitley Road and Indian Springs Road. Legal description of property is Abstract 1621, Tracts 1A, 1A01 and 1A01B of the Mansel Wilmeth Survey in the City of Watauga. The property owner and applicant is Mr. Clarence Huffman represented by Cliff Harris and Keith Hamilton of Clifford Land Company, LLC.
NEW BUSINESS:
1. Discussion and action on Planning and Zoning Case 05-04, [Ordinance] a request for a Zoning Change from existing (SF6) Single Family Residential to (SFA) Single Family Attached for a proposed development of Four Dwelling Townhomes located on the south side of Bursey Road between Whitley Road and Indian Springs Road and approval of an ordinance. Legal description of property is Abstract 1621, Tracts 1A, 1A01 and 1A01B of the Mansel Wilmeth Survey in the City of Watauga, this being the first reading of the ordinance.

2. Discussion and action on Planning and Zoning Case 05-05: A preliminary plat for Bursey Place Addition. A proposed 56 lot Residential Townhome Development. An Addition to the City of Watauga, Tarrant County, Texas being 6.0017 acres of land situated in the City of Watauga, Tarrant County Texas and being a tract of land in the Mansel Wilmeth Survey, Abstract No. 1621. The property owner and applicant is Mr. Clarence Huffman. The Engineer is Keith M. Hamilton, P.E. with Hamilton Consulting. The Developer is Clifford Land Company, LLC represented by Cliff Harris.

Discussion and action on Planning and Zoning Case 05-06: A preliminary plat for a proposed 9 lot commercial development to be known as Block A, Lots 1 through 9 being 4.627 acres situated in the John Edmunds Survey, Abstract 457, Tract 6A. An Addition to the City of Watauga Tarrant County, Texas. The property owner and applicant is Watauga Parks Development Corporation/Watauga Development Partners, LP represented by Don Phifer.

4. Discussion and action on approval of a 2005 Corporate Marketing Agreement with the Fort Worth Brahmas Hockey Club, for the City of Watauga to host two Blacktop Brahmas camps at the Watauga Community center in the amount of $3,500, with the proposed dates being June 30 and July 26, 2005

5. Discussion and action on purchase of alternate use of force equipment from the Narcotics Fund in the total amount of $3,814.33
