CITIZEN’S OPEN FORUM:
Individuals requesting to speak during citizen’s open forum will be required to fill out a “REQUEST TO SPEAK FORM” and present it to the City Secretary at the beginning of the pre-council meeting. Speakers are limited to three minutes.
The purpose of this item is to allow citizens an opportunity to address the City Council on issues that are not the subject of a public hearing. Items which require a public hearing will allow citizens or visitors to speak at the time that item is introduced on the agenda. No formal action can be taken by the City Council on items that are not posted on the agenda.
If you have a subject that may require City Council action, then please speak to the City Secretary to get a form to request that your item be placed on a future agenda.
PUBLIC COMMENT BY CITY COUNCIL IN RESPONSE TO CITIZEN’S OPEN FORUM:
City Council Members may comment publicly on matters brought to their attention during the Citizen’s Open Forum. Such public comments shall be confined to stating a factual matter, reciting existing policy or a request that staff place a matter on a future City Council meeting agenda. Such public comment shall not include any “deliberation” as defined by Chapter 551 of the Government Code, as now or hereafter amended.

CONSENT AGENDA:
All of the following items on the consent agenda are considered to be self-explanatory by the Council and will be enacted with one motion. There will be no separate discussion of these items unless a Council Member so requests.
1. Approval of quarterly investment report as of March 31, 2007
2. Approval to amend the proposed costs associated with the DPS Police Division facility in a not to exceed amount of $3,872,379 to include cost of construction, furnishing, testing, equipment and any and all items necessary to complete the proposed project

1. Discussion and action on City Council selection of a slogan for the City of Watauga

PUBLIC HEARINGS:
1. Planning and Zoning Case 07-02: Request for a Specific Use Permit to operate a Residential Child Care business in the home at 6808 Summit Ridge Drive, Block 2, Lot 6, Watauga Heights East Addition - Pursuant to the Watauga Code of Ordinances, Article 4.1300, Section 4.1301 and Section 4.1302, that requires among other things, State registration as described in Section 42.052 of Chapter 42 of the Texas Human Resources Code. The applicant and homeowner is Lois Elrod.
2. Planning and Zoning Case 07-04: Request for a Site Plan approval and Zoning Change from existing (CF) Community Facilities District to (PD) Planned Development District in the 5800 Block of Starnes Road, Lots C & E2, Pheasant Run 65 Addition. The zoning change request is for the proposed construction of 72 Single Family homes and a community facility with open space. The property is located at the southwest corner of Starnes Road and Whitley Road. The architect is David J. Kirch with Architects & Planners, Inc. and the property owner is Mr. Wayne Shelton with Shelcan LP.
NEW BUSINESS:
1. Discussion and action on Planning and Zoning Case 07-02 requesting a Specific Use Permit to operate a residential child care business located at 6808 Summit Ridge Drive of the Watauga Heights Addition, to include approval of the first reading of an ordinance approving the Specific Use Permit [caption]
2. Discussion and action on Planning and Zoning Case 07-04 for a site plan approval for a proposed Planning Development located at the 5800 Block of Starnes Road
3. Discussion and action on approval of the first reading of an ordinance providing for a zone change request from a Community Facility District (CF) to a Planned Development District (PD) location in the 5800 block of Starnes Road [caption]
4. Discussion and action on a final replat of Lots 1R-A3 and 1R-A4, Block 2, Watauga Heights, Section One to be known as Lot 1R-A5, Block 2, Watauga Heights, Section One for the restaurant expansion project on the corner of Watauga and Whitley Roads being Planning and Zoning Case 07-05
5. Discussion and action on a proposed ordinance amending Chapter 4, Article 4.100, Section 4.102 of the Watauga Code of Ordinances to include “fan driven socks” as temporary signs [caption]
6. Discussion and action on a proposed ordinance amending Chapter 4, Article 4.100, Section 4.106, paragraphs (e) and (g) of the Watauga Code of Ordinances increasing the number from (4) times a year to (6) times per year for temporary signs [caption]
7. Discussion and action on a proposed ordinance amending Chapter 4, Article 4.100, Section 4.107, paragraphs (1), (2), and (3) of the Watauga Code of Ordinances concerning real estate signs both residential and commercial on undeveloped property and on property with buildings [caption]
8. Discussion and action on a proposed ordinance amending Chapter 4, Article 4.100, Section 4.114 of the Watauga Code of Ordinances restricting the construction of any new bill boards [caption]
9. Discussion and action on a proposed ordinance amending Chapter 4, Article 4.500, Section 4.504 and Section 4.505 of the City of Watauga Code of Ordinances regarding the time from (48) hours to (12) hours for obtaining a permit for an occasional or garage sale [caption]
