DISCUSSION OF CITY COUNCIL AGENDA:
This item is provided for the City Council to make any recommendations to changes on the agenda, such as removing items from the agenda or moving items from one area to another on the agenda.
CITIZENS OPEN FORUM:
Individuals requesting to speak during citizen’s open forum will be required to fill out a “REQUEST TO SPEAK FORM” and present it to the City Secretary at the beginning of the pre-council meeting. Speakers are limited to three minutes.
The purpose of this item is to allow citizens an opportunity to address the City Council on issues that are not the subject of a public hearing. Items which require a public hearing will allow citizens or visitors to speak at the time that item is introduced on the agenda. No formal action can be taken by the City Council on items that are not posted on the agenda.
If you have a subject that may require City Council action, then please speak to the City Secretary to get a form to request that your item be placed on a future agenda.
PUBLIC COMMENT BY CITY COUNCIL IN RESPONSE TO CITIZEN’S OPEN FORUM:
City Council Members may comment publicly on matters brought to their attention during the Citizen’s Open Forum. Such public comments shall be confined to stating a factual matter, reciting existing policy or a request that staff place a matter on a future City Council meeting agenda. Such public comment shall not include any “deliberation” as defined by Chapter 551 of the Government Code, as now or hereafter amended.

9. Approval of a Resolution denying the request of Atmos Energy Corp., Mid-Tex Division, for an annual Gas Reliability Infrastructure Program (GRIP) rate increase. [CAPTION]
11. Approval of an Ordinance Amending Chapter 13, Article 13.100 of the Code to add sections 13.105, 13.106 and 13.107 establishing licensing requirements for installers of irrigation systems. [CAPTION]
12. Approval of a Resolution designating the Fort Worth Star Telegram as official City Newspaper for Fiscal Year 2007-2008. [CAPTION]
UNFINISHED BUSINESS:
1. Planning and Zoning Case 07-10: Second and final reading for a request for a Site Plan and Specific Use Permit approval on an existing (LB) Local Business District located at the northeast corner of Denton Highway and Linda Drive also known as Block 1, Lot 1R of the I.J. Schellinger Subdivision. This request is for a proposed laundry business. The Site Plan Engineer is Tom Chu, P.E. MSC of C&P Engineering. The applicants are Samir Fikri Abugeimi and Wisam Fikri Bejimi. [CAPTION]

1. Purpose of said public hearing is to discuss and review the Park Vista Public Improvement District, established under the authority of Chapter 372 of the Local Government Code.

The Park Vista Public Improvement District is approximately 80.7 acres located within the City of Watauga described more particularly on a legal description posted at City Hall, 7105 Whitley Road, Watauga.
The Park Vista Public Improvement District generally provides landscaping and maintenance, irrigation, and special fencing maintenance.
The improvements provided by Park Vista Public Improvement District are estimated to cost $18,016 for fiscal year 2007-2008.
The proposed method of assessment for the Park Vista Public Improvement District is $0.03 assessment rate per $100.00 of assessed value of property located within the District.
Written or oral objections will be considered at the hearing.
2. City of Watauga proposed budget – This public hearing is being held for citizen input on the City of Watauga proposed budget for Fiscal Year October 1, 2007 through September 30, 2008. The proposed budget will raise more total property taxes than last year’s budget by $193,241 or 3.4%, and of that amount $26,262 is tax revenue to be raised from new property added to the tax roll this year.

Discussion and action on an Ordinance Amending Chapter 1, Article 1.100, Section 1.100, Section 1.104 of the Watauga Code of Ordinances to establish that Chief, Director of Watauga Department of Public Safety, Director of Public Safety, Director of Department of Public Safety, or Director of the Department when referring to the areas of Fire Prevention, Fire Protection, Ambulance Services, or Emergency Medical Services shall refer to the Fire Chief and when referring to the areas of Law Enforcement, Criminal Investigation, Traffic Control, Animal Control and other items shall refer to the Police Chief.
