DISCUSSION OF CITY COUNCIL AGENDA

This item is provided for the City Council to make any recommendations to changes on the agenda, such as removing items from the agenda or moving items from one area to another on the agenda.

 

CITIZEN’S OPEN FORUM

Individuals requesting to speak during citizen’s open forum will be required to fill out a “REQUEST TO SPEAK FORM” and present it to the City Secretary at the beginning of the pre-council meeting.  Speakers are limited to three minutes.

 

The purpose of this item is to allow citizens an opportunity to address the City Council on issues that are not the subject of a public hearing.  Items which require a public hearing will allow citizens or visitors to speak at the time that item is introduced on the agenda.  No formal action can be taken by the City Council on items that are not posted on the agenda. 

 

PUBLIC COMMENT BY COUNCIL IN RESPONSE TO CITIZEN’S OPEN FORUM

City Council Members may comment publicly on matters brought to their attention during the Citizen’s Open Forum.  Such public comments shall be confined to stating a factual matter, reciting existing policy or a request that staff place a matter on a future City Council meeting agenda.  Such public comment shall not include any “deliberation” as defined by Chapter 551 of the Government Code, as now or hereafter amended.

All of the items on the consent agenda are considered to be self-explanatory by the Council and will be enacted with one motion, one second, and one vote.  There will be no separate discussion of these items.

 

1.         Approval of City Council Meeting Minutes of June 23, 2008

 

2.         Approval of Quarterly Investment Report as of June 30, 2008

3.         Acceptance of the Watauga Parks Development Corporation 2008-2009 Budget and set a public hearing on the proposed budget for August 25, 2008

4.         Approval of a Resolution Nominating Mayor Henry J. Jeffries as a Candidate for the Texas Municipal League President-Elect and requesting that the members of the Texas Municipal League Nominating Committee nominate Henry J. Jeffries to serve in the President-Elect Position [CAPTION]

5.         Approval of an Agreement with Lincoln Financial Group to provide life insurance to City of Watauga Employees and approved dependents as well as disability insurance to employees with a combined estimated premium decrease of $4,666.00 annually

6.         Approval of an Agreement with UNICARE to provide health and medical insurance for employees and dependents for an increase in monthly premiums of approximately $5,320.00

7.         Approval of an Agreement with Aetna for renewal of the existing dental insurance for employees and dependents with no increase in premiums

8.         Authorization and approval to purchase a PT 200 GPS Personal Tracking System with extended warranty from Rocky Mountain Tracking and a 12-month service plan in an amount not to exceed $1,500.00 from the Narcotics Fund

9.         Approval of a proposed Resolution suspending the August 8, 2008 effective date of the Oncor Electric Delivery Company requested rate change [CAPTION]

10.       Approval of a Resolution authorizing the continued participation of the City of Watauga in the Atmos Cities Steering Committee and authorizing the payment of five (5) cents per capita to fund regulatory and other activities related to Atmos for a total of $1,207.50 [CAPTION]

11.       Award of Bid to Peachtree Construction in the amount of $163,646.76 for Six (6) Street Pavement Overlays Resurfacing

12.       Approval of an Engagement Letter authorizing Weaver and Tidwell, L.L.P. to provide audit services for the City of Watauga for the Fiscal Year ending September 30, 2008 for a “not to exceed” amount of $48,500

1.         Discussion and action on a proposed Resolution supporting the introduction and passage of specific state legislation for municipalities to regulate dangerous dogs [CAPTION]

2.         Discussion and action on a proposed Resolution amending Section 23.2 of the City of Watauga Personnel, Administration and Financial Policies and Procedures Manual to conform with Chapter 252, Section 252.021 of the Local Government Code, as recently amended [CAPTION]

3.         Discussion and action on a proposed Resolution to amend the guidelines and fees charged for use of specific facilities at the Recreation and Community Center, Capp Smith Park, and Foster Village Recreation Center [CAPTION]

4.         Discussion and action on a proposed Ordinance amending Appendix A, Article 12.000 of the Watauga Code of Ordinances to change the Summer Recreation Fees, the Activity Fee in particular [CAPTION]
