Construction Projects
Overview
As part of its plan for continuous improvement, the City of Watauga Public Works Department will periodically undertake a water, sewer, street or traffic construction project. These projects focus on the city's infrastructure in the most need of repair. Street or traffic projects may be implemented to provide for safe and effective driving conditions for all Watauga residents and visitors. Information on the most current construction projects will be added once the planning and bidding processes for the project are complete.
Whites Branch Creek Trail
Whites Branch Creek Trail in Watauga was completed in July 2023. The reconstruction of the existing trail was done in partnership with the City of Fort Worth. The new trail will extend across Whites Branch Creek by way of a low water crossing. At a future date, Fort Worth shall connect their sections of Acadia Trail to our trail.
48th Year Community Development Block Grant (CDBG) - Emerson Drive Water Line
Burgess and Niple, Inc. designed water improvements on Emerson Drive from Whitley Road to Maurie Drive. The total construction cost is $303,578 and Tarrant County is funding $169,327 from the CDBG Grant.
Construction of this project will be bid and overseen by Tarrant County with the City of Watauga providing construction administration and inspections. The construction schedule is from August 10, 2023 thru January 7, 2024.
All residents directly affected shall be given a written notice of construction. The road may be closed to thru traffic. If you have any concerns or questions, please contact the Public Works Department at 817.514.5806.
Street Rehabilitation Projects - 2022 / 2023
The following street is being rehabilitated during the 2022 / 2023 maintenance program. This program is funded by Certificates of Obligation. The collection of 1/4 sales tax for street maintenance ended in December 2020.
- Chapman Road - Denton Hwy to Whitley Road
Usually, we start the paving rehabilitation in August of each year, the City shall start milling the existing asphalt from the roadway in preparation for the paving repairs. Then, Tarrant County Precinct 3 in partnership with the City of Watauga shall rehabilitate the street subgrade and place new asphalt pavement.

We appreciate Tarrant County Commissioner's Court, Commissioner Gary Fickes and his team from Precinct 3 in their efforts to provide the citizens of Precinct 3 quality roads at an affordable cost. The partnership saves the Citizens of Watauga a significant portion of the construction cost.
During the year, the Public Works Department will repair sidewalks, curb lines, valley gutters, and handicap ramps along these sections of roadway.
Green Ribbon Grant 4 - Denton Highway Beautification
The City applied for a Fourth (4) Green Ribbon Grant from the Texas Department of Transportation (TxDot) in the amount of $400,000 for landscaping improvements along Denton Highway. This type of grant can only be used for landscaping improvements. The City will have to fund the design fee in the amount of approximately $40,000 if awarded the $400,000 Grant. In total the City of Watauga has received three grants totaling $1,193,161. We shall continue to apply for grants to complete the entire western corridor of Denton Highway.
The City held a public meeting in November of 2017 to obtain input from the Citizens of Watauga and the design was in conformance with the wishes of our residents for Phase 1 and would be continued for future phases.
The project shall provide landscaping improvements (small trees, rock, and other plantings). The look is more western and low maintenance. You can see the results of Phase 1, 2, and 3 from N. Tarrant Parkway to the south on the west side of Denton Highway. The City will continue to apply for Green Ribbon Grants until the entire corridor of Denton Highway (west side) is complete.
The location for phase 4 is to start at Starnes Road Intersection and work south toward Hightower Drive.
If awarded Construction should start in Winter of 2024 is expected to be complete by the summer of 2025. TxDot is overseeing the bidding and construction.
Sidewalk Projects 2022 - 2023
The Storm Drain Division of the Public Works Department implements the replacement and construction of sidewalks.
They have replaced or will before the end of September these sidewalks in various locations throughout the city. The following are locations of sidewalks:

Burgess and Niple, Inc. is designing water and wastewater improvements at various locations throughout the city. The design has been divided into four groups of projects.
Group 1 includes the following projects with construction expected in late summer 2023:

- Watauga Road - Patsy Ln to Morris Blvd
- Sanitary sewer manhole rehabilitations and repairs at various locations throughout the city
Group 2 includes the following projects with construction expected January 2023:

- Quail Run - Herschel Dr to Highcrest Dr
Group 3 includes the following projects with construction expected January 2023:
- Summertime Lane - Rufe Snow Dr to Carousel Dr
- Route 66 – Summertime Ln to Whispering Ln
Group 4 includes the following projects with construction expected late summer 2023:
- Derek Dr - Whitley Rd to Saramac Dr
- Melinda Dr - Jackie Terrace to Marigold Dr
- Macarthur Dr - Douglas Dr to Rebecca Ln
- Hillcrest Dr – Echo Hill Dr to Quail Run
The estimated construction cost for all four (4) groups of projects is $6,898,490.

Whitley Road 4 Reconstruction
The construction of Whitley Road 4 includes new Paving, Drainage, Water, Bike Lanes and Sidewalk Improvements.
The Public Works Department applied and received a Grant from Tarrant County in the amount of $800,000. This project is funded by the City of Watauga and the Tarrant County Commissioner's Court through the Tarrant County 2006 Transportation Bond Program. We appreciate the County Commissioner's Court in their efforts to provide the citizens of Precinct 3 quality roads at an affordable cost. The partnership saves the Citizens of Watauga a significant portion of the construction cost.
This project reconstructs Whitley Road from Concord Street to Hickoryhill Road. Whitley Road 4 constructs a new 16" diameter water main and improves the storm drain system along the length of Whitley Road. The Whitley Road 4 project is adjacent to City Hall and the Library.
During construction, Whitley Road 4 shall be closed to traffic. Accommodations shall be made during Watauga Fest for access at Robin Road across Whitley Road.
THE LIMITS OF THIS PROJECT ARE: WHITLEY RD (BUNKER BLVD TO OAK HILL RD).
• PHASE 1: BEGINNING MARCH 23, 2023, THROUGH DECEMBER 2023, WE SHALL CONSTRUCT THE UNDERGROUND UTILITIES AND ROADWAY FROM HIGHTOWER DR TO OAKHILL ROAD WITH WHITLEY RD CLOSED IN THIS AREA. DURING PHASE 1, WE ARE ASKING THE RESIDENTS ON NANCI DR, ROBIN DR, AND KARY LYNN DR S BETWEEN WHITLEY ROAD AND QUAIL RUN TO PLACE THEIR TRASH CARTS ON THE SOUTH SIDE OF SAID STREETS. Beginning July 27, 2023, concrete paving shall commence from Hightower Drive to Oakhill Drive. This work will start around 6:00 AM on the mornings concrete is being placed.
• PHASE 2: BEGINNING PENDING, WE SHALL CONSTRUCT THE WHITLEY RD AND HIGHTOWER DR INTERSECTION.
• PHASE 3: BEGINNING DECEMBER 2023 THOUGH MAY 2024, WE SHALL CONSTRUCT WHITLEY RD FROM BUNKER BLVD TO HIGHTOWER RD WITH WHITLEY ROAD CLOSED IN THIS AREA.

Whitley Road 5 Reconstruction
The design of the project was approved in April 2022. Whitley Road 5 includes new Paving, Drainage, Water, Solar Street Lighting, School Signals Crossings, Bike Lanes, and Sidewalk Improvements.
The Public Works Department applied and received a Grant from Tarrant County in the amount of $3,197,695 or 50% of the actual cost, whichever is lower. This project is funded by the City of Watauga and the Tarrant County Commissioner's Court through the Tarrant County 2021 Transportation Bond Program. We appreciate the County Commissioner's Court in their efforts to provide the citizens of Precinct 3 quality roads at an affordable cost. The partnership saves the Citizens of Watauga a significant portion of the construction cost.

Construction from 1/2/2024 to 3/27/2025
This project reconstructs Whitley Road from Starnes Road to North Tarrant Parkway.
Whitley Road 5 shall be closed to through traffic and only open as needed for local residential traffic.
