Message from the MayorAs we welcome in October we bid a final farewell to summer. Our temperatures are falling as is the foliage from the trees. Yep, fall is definitely upon us and that means winter is not that far off. It is also the last month for us to enjoy daylight savings time. This year we set the clocks back on November 1st., but before I get too far ahead of myself let’s look at what all October has in store for us.
October brings us early voting! Not that unusual, after all it is a Presidential election year. But thanks to COVID-19, it is an election year with a twist as voting periods have been modified to provide everyone the chance to vote. Not only will voters decide national and state measures, but the ballot will also include local measures too. Candidates for City Council seats 1, 2, 6 and 7 will appear on the ballot along with a Special Election measure on local sales tax. I urge every citizen to do your due diligence in thoroughly researching all ballot measures and let your voice be heard by exercising your right to vote! Our right to vote is a large part of what makes this the greatest nation on earth. October 5, 2020 is the last day to register to vote in time to participate in the November 3, 2020 election. Early voting begins October 13, 2020. So, get out and vote!
Things in the city are steadily getting back to normal. Our library is evaluating and creating a reopening plan. Our Recreation Department will be extending its hours effective on October 5, 2020 to be open Monday – Friday from 6am-5pm. We have also made some changes to our permitting process. See our website for exact details on those changes. Construction on the splash pad is moving right along with the concrete pad having been poured last week. Halloween is Saturday, October 31, 2020, so drive safely and be alert for the “trick or treaters”. This is one time the kids may want to wear a mask.
Lastly, October 4-10, 2020, is National Fire Safety Week. Winter is just around the corner and heating equipment (including space heaters) is a leading cause of house fires. Have your equipment checked and/or serviced before the cold weather hits. Let’s keep Watauga a safe “great place to live.”

Police Department - 7101 Whitley Road - Alarm Permits - Available online
- Garage Sale Permits - Not available online
- Temporary Sign Permits - Available online
- Solicitor Permits - Not available online
Fire Department - 5909 Hightower Drive - Fire alarm, fire suppression and fire sprinkler system permits - Not available online
Utility Billing - 7105 Whitley Road - Fire hydrant meter rental - Agreement available for printing online, but must be submitted in person
- Water / Sewer tap and impact fees - Not available online
Finance Department - 7105 Whitley Road - Insufficient fund check processing - Not available online, may be done via phone or in-person
Some permits may be obtained online by logging into the City of Watauga website at www.cowtx.org, clicking on the government tab, and under the Permits and Inspections Department option, select Permits and then select "Download & Information Center". This link is subject to change once the above departments take over these operations.

RBdigital Downloadable Books Now Available from Overdrive/LibbyRBdigital eBooks and eAudiobooks have moved from RBdigital app to the Libby app as part of our OverDrive collection. You will continue to be able to browse, borrow, and enjoy all the same great eBooks and eAudiobooks you loved in the RBdigital app, now available in Libby.
If you have already been enjoying the Libby app, there will be no change, other than you may notice even more great titles available for you to borrow.
If you currently have a book checked out in the RBdigital app, it will be available through the remainder of the lending period, so you can finish your title without disruption or risk of losing your place in the book. Holds will not be moved, but you may export your Transaction History from the RBdigital websites by accessing My Account > Profiles. You can place holds on those titles again in Libby.
For the time being, you can continue to use the RBdigital app to access eMagazines, eComics and, eGraphic Novels.

Municipal Court WeekWatauga, Texas — In recognition of the important service the City’s municipal court judge, court clerks, court administrator , prosecutors, marshals, bailiffs, and warrant officers provide to the community, the Mayor of Watauga will issue a proclamation declaring November 2nd to November 6th , 2020 Municipal Court Week.
Municipal Court Week is a great time to not only recognize how much municipal courts do, but to note the role that local courts and their personnel play in the criminal justice system and the larger community. The Watauga Municipal Court of record processes over 6,000 cases annually and employs three full time clerks and one Marshal who process Class C Misdemeanors and guide the operations of the Court in compliance with all state and federal laws. This task involves many hours of advanced training and a high level of expertise in positive customer service. Did You Know… - You can pay for most of your citations online
- You can have a trial in Municipal Court if you plead not guilty
- You can have your citation dismissed if you are a juvenile under the age of 18 (and currently in school) by participating in the Teen Court program
- Municipal Courts around the state handle more defendants and other participants than all other courts and there are 958 Municipal Courts throughout Texas - more than all other courts combined
- You can represent yourself in Municipal Court
Business hours for Municipal Court are from 8:00 a.m. until 5:00 p.m. on Mondays through Fridays. Due to COVID-19, the Court is holding virtual dockets until further notice.
