The City of North Richland Hills and Texas Department of Transportation (TxDOT) Project are widening Rufe Snow Drive from Watauga Road to just south of Ridgetop Road. The existing street shall be reconstructed with concrete pavement, storm water, water, sidewalk, and traffic signal improvements. The construction of the project is to be done in three (3) phases with Phase I being the east side (northbound driving lanes), Phase II being the west side (southbound driving lanes) and Phase III being the center lanes. Continuous dual northbound and southbound driving lanes are to be open during construction other than minor single lane closures as necessary. The contractor, Kodiak Construction, provided an updated construction schedule on October 12, 2017 showing that Phase I should be complete by November 6, 2017. Therefore, expect Phase II, the southbound lanes on the west side of Rufe Snow Drive to be closed for construction. Southbound traffic shall use the existing asphalt center lanes and northbound traffic shall use the new concrete lanes on the east side of Rufe Snow Drive. Phase II is scheduled to be complete by the end of January 2018. The side streets off Rufe Snow Drive shall be reconstructed at the intersection of Rufe Snow Drive. These side street connections include Avalon Drive, Summertime Lane, Chapman Road, Oaklawn Drive, Harrison Way, and Hightower Drive. In addition to these side streets all driveways that connected to Rufe Snow Drive shall be reconstructed. The contractor shall provide driveway entry signs along Rufe Snow Drive notifying motorist of business entry points where construction barricading blocks normal visibility of drive approaches. These signs shall be part of the construction barricade placement. Additional temporary advertising signs may be granted to a business by the Building Official when construction initiated by a governmental entity limits or reduces the access or visibility of the business for more than 60 days. The time allowed for the display of a temporary or portable sign may be extended to the full duration of the limited or reduced access or visibility. Such signs shall be exempt from a permit fee. To request a temporary sign contact the Watauga Public Works Department at 817.514.5753. Phase III of the project, the center lanes is scheduled to begin in late January 2018 and be completed by early April 2018 pending weather conditions and contractor staying on schedule. If you have any questions or concerns about the construction project, please call the NRH Engineering Staff at 817.427.6400 or the Watauga Public Works Department at 817.514.5753.
